America’s College Promise is a federal proposal to make community college tuition-free. President Obama first proposed it in 2015 as a way to give more Americans access to higher education and job training.

The idea is simple: create a federal-state partnership so students can attend community and technical college without paying tuition. Supporters argue this would help working families, fill skilled jobs, and reduce reliance on student loans. Several states already run their own free-college programs, such as the Tennessee Promise.

Congress has taken up the idea more than once. The America’s College Promise Act of 2023 was introduced in the Senate in October 2023 by Senator Tammy Baldwin with Senator Patty Murray, aiming to waive tuition and fees for two years of community and technical college for eligible students. Like earlier versions, it did not become law.

The proposal differs from most state programs in an important way. Many state promise programs pay only what is left after other aid is applied. America’s College Promise was designed to cover tuition first, before other aid, so that grants could go further toward living costs like housing, food, and childcare.
